I believe they're protective grilles, which keep projectiles from breaking the windshield.

In the words of the Magic School Bus' Dorthy Ann "According to my research" this was the beginning of a long line of derailments on the Met Sub. Others that took place included two separate incidents where a train jumped the fence onto the Metro tracks somewhere between Fort Totten and Twinbrook within this same year. In addition, another freight derailed in the Harpers Ferry Tunnel in early-late 1990.
