With a trio of standard cab EMD's leading the way, Norfolk Southern local V28 makes its way across the lift bridge spanning the Richmond City Canal in downtown Richmond, Virginia. The train is coming off of Chapel Island, where the railroad has a small yard, and is about to pass under the CSX Peninsula Subdivision.
