While not "rare", the odds of getting two consecutively numbered tunnel motors alone on a train are pretty low. Traditionally (before CN, about 1997-2004) the Iron Range Sub. trains almost always ran with two 400 series engines and 116 cars. Its also hard to find a carbody that compliments itself better than back to back tunnel motors.
