During the Howard Street Tunnel Project, CSX’s Philadelphia to Cumberland manifest M371 is utilizing trackage rights over Norfolk Southern between Philadelphia and Hagerstown, including here on the Lurgan District, through the Franklin County farmlands near Greencastle. |
