Fred Tolan and his Washington-Oregon Shippers Assn. were very influential in the Pacific Northwest in controlling which railroad got traffic. One movement they controlled was inbound shipments of magazines and catalogues. They worked with UP to load westbound empty mechanical reefers with these and UP moved them on their hottest trains. Here UP 3605, an SD45 and a DD35A are more than up to the task of moving what could be a WOSCA load into Seattle on a timely basis. They just entered UP rails at Black River Jct.
