"What they were Built For"
1606's equipment deadheads eastbound to Hoboken after suffering an equipment failure earlier in the morning with GP40PH-2 4109 leading. The cab car must have suffered a failure, which led to 4109 to lead the consist long hood forward after the morning rush.
