| Early in the morning on a Tuesday the rail yard in Dover was occupied by just a single locomotive and a couple gain/hopper cars. This trackage is owned by Norfolk Southern, but due to revenue loses it was leased to Carload Express Inc., an operator of four short-line railroads. |
