As the new World Trade Center rises in the background, a Lehigh Valley tug that's mostly hidden behind the second car eases a loaded carfloat into the railroad's Jersey City float bridge. Rail marine operations in New York Harbor would soon wind down, but the WTC promised a bright future for the city.
