Thanks to a Virginia law, one of the hottest freight trains to travel through Philadelphia still had a caboose in 1987. The end of the southbound Orange Blossom Special rolls along the Schuylkill River, about to pass under SEPTA’s line between 30th Street Station and Suburban Station, as well as next to the PECO Energy building, the 26-story black monolith across the river from 30th Street Station. In 1988, Virginia would repeal their caboose law, and Fred would monitor the ends of trains nationwide.
