PHL's APL dock job is pulling empty stacks out of APL Global Gateway South facility on Terminal Island in the Port of Los Angeles at the "99" switch while a BNSF "shuttle" job switches the makeshift BNSF engine facility ahead using tracks that were originally intended to be used to repair coal cars coming out of the adjacent now closed LAXT coal unloading facility.
