| The C28 heads east on No. 3 Track with interchange cars for the AVR at Island Avenue. The local is powered by a Genset and two GP38-2's. It is passing under the Mon Line and the ramp to the OC Bridge. The concrete arch bridge in the background is Ohio River Boulevard. |
