Northbound RF&P TOFC train No. 176 was crossing Powells Creek, near Neabsco, VA on June 29, 1989 with GP40-2 No. 144 and Amtrak F40PH No. 308. The 308 had been in a crossing accident south of Richmond on CSX and the HEP connections had been damaged. It was necessary to move the unit in freight service back to Washington. HEP isn't necessary to move TOFC trailers, so it was put to work earning its keep.
