Cebollar is a siding and a tiny station in the middle of a beautiful landscape of volcanoes and "salares" (salt flats). This train is coming from the Pacific port of Mejillones. It carries empty ore containers. It is going to the San Cristobal mines in Bolivia for loading. This is a vital transportation link for Bolivian exports and it works like a "land bridge".
