You're confusing the truck descriptions. These are "HT-C" trucks, standard from the DASH-2s on until the "steerable" trucks of the SD70s. Exceptions to that are all Conrail, who ordered all of its SD40-2s and all but the last 30 or so SD50s with the older "Flexicoil" trucks like the original 40 Series (pre-DASH-2). No such thing as a "Flexicoil HT-C," "Flexicoil" and "HT-C" are two different trucks.
