No, it's a 4-axle; I'm guessing GP40-2 -> GP38-2 conversion.

Correct, former GTW GP40-2 that was converted into a 38-2.

I agree, this is an interesting operation. Where else in the USA can you see sugarcane hanging from support bars in empty RR cars like these? I am surprised that they need all that power to run the operation.
