I am guessing that the ''wagon train'' object might be a painting stall. Or, it is another repair stall to allow for additional work to be done on multiple pieces of rolling stock.

I did not notice the paint on the cab unit. If one looks closely, ME 24 is inside the shop. Presuming it is having lettering and numbers applied.
