Is the flat roof thing part of 3603 or does it belong to a building behind?

The "table" is attached to the locomotive and houses radio antennas. Note the same set up on the third unit, another SD45. It may be that this implied master/slave radio equipment so that locos could be run mid-train, a precursor to modern DPU technology.
