I have to agree with Jim's comments above. The lead 11 looks like a former N&W unit, what with the louvers that were never on any new or "stock" 11's. Somewhere I remember seeing a photo of an "as-delivered" N&W 11 without them, and the videos about "Pocahontas Glory" show some relatively new 11's at Bluefield near some A and Y class steam engines. I'm not sure why but the RS-11 has always been one of my favorite engines.
