Where I live we get tons of trains and there have been many ties that have large cracks in them. If that ember falls into that crack, it can smolder for a while. When they do work with thermite in the town I live in, there's a few feet of scarred track around it. the workers stay for a while just to make sure that it doesn't keep burning. That's what probably happened here.
