It looks like a radio antenna (the part looks like a cylinder) and a radiator or ground plane (the part that looks like a wheel with spokes).

I think you are correct, but that looks 160 MHz range 1.88 meter band that being approximately a 1/4 wave ground plane antenna. However the range on that radio wouldn't be more than 10 or 12 miles even with a couple of hundred watts.

In that era, I don't believe they had repeaters, so a 10 to 12 mile range wouldn't reach the dispatcher, but could reach the next station or another train.
