Probably for the same reason we tied a stuffed Batman doll on the front of one of our units. For laughs.

From what I can tell it looks like the windows were dirty. Instead of hanging over the cowl with a rag, I suspect that they put the toilet paper under the wipers to clean the windows. Far easier than stretching your hand across the window where you might fall.
