Does that ACS 64 have two pantagraphs? If so why? We, Metro Link in St. Louis, ran two pantagraphs on our Siemens lightrail cars but one was for ice cutting in the winter.

Yes, the ACS-64s have two pantographs, as did the AEM-7s, E60s and GG1s before them. It is generally preferred to use the rear pan based on direction of travel, for multiple reasons including improved aerodynamics to impacts with damaged catenary occurring after most of the locomotive has already passed the damage (allowing for better chance of continued operation after the damaged portion, using the front pan if necessary).
