I wouldn't say offline, since all three pans are up, but just a guess. Ironically, the older "heritage" passenger cars looked like a better match to Amtrak's "meatballs" than their replacements, the "Amcans," only one of which I can see in that train.

I have some examples of non-loading AEM7s with pans up, particularly in New Haven territory, that was early in their service life, (apparently, the AEM7s had many more teething issues than I thought). They all could be loading too, I just seem to recall that triple-heading AEM7s was not allowed, but I am not sure. And yes, I completely agree that the Heritage fleet was much better looking with AEM7s or any other power, especially when shiny and taken care of.
