What kind of test requires that many locomotives? Testing tractive effort with a tug of war?

In a sense, yes. My understanding is that the dynamic brakes on the additional locomotives are use to provide a load for testing the lead locomotive. One big advantage of this method is that the load created by the additional locomotives can be varied by adjusting the level of dynamic braking.
