The above is true in France as well. I was in Paris in the summer of 1999 and was returning to the small apartment I was in, standing in the station near Versailles. The train was 5 minutes late, when I heard a few French swear words, and people were antsy. The announcer came over the PA, and announced that the trains were about 7 minutes late due to signal issues. Only 5 minutes late, and people were antsy and swearing.
Living in a town that gets Amtraks, I can agree wholeheartedly on your views on Amtrak as well.
