Are the extra flatcars merely to create clearance for the bridge member's length exceeding that of the longest available flatcar, or is there a weight issue too (i.e., spread it out), or what?

Those are "idler" cars used for clearance because of the loads extra length. Notice how the end of the load overhangs the other flat cars. They don't have anything to do with weight distribution.
