That is a cool paint job. Looked up route on Google Maps with satellite view; that is definitely a desert region. Interestingly it shows a small railway museum at terminal in Tacna.

@FSWood, Exactly, the terminal station of Tacna also serves as a museum of this old railroad, where there are locomotives to steam, diesel, and variety of passenger cars. The drawings in the Railcar painting, make reference to the geoglyphs and petroglyphs of the area. Greetings of Chile!

I had initially wondered whether the drawings might have been graffiti vandalism but then thought they too precise and purposeful, are more like a graphic design. Now that you mention petroglyphs which I had not thought of it is clear the first word in the design's text is petroglyph.
