I think you're forgetting that the Maine Central did have native GE road locomotives in the form of U18Bs 400-409 purchased from GE in 1975. These were small engines, but they definitely worked as road freight power on the MEC.

So you don't consider the U18B a road locomotive. I'm pretty sure they used them on road jobs anyway.
