Love the reflection! Is this a fuel tender spliced between the lead and trail units? BN's experiment with them discovered the frames of the tank cars were not up to the task; it seems FEC solved that by using a well car.

It is a fuel tender - LNG. The DEC GEVO's have been modified to run on either diesel or LNG which is greener and cheaper...
