Mr.Rheinard posted a picture of the same ''train''...and I have the same question= after months and months of active testing, one would think GIRUNO would be able to get to Basel on her own.....Different type of testing here ?

Due to a lack of approval, the train has to be towed in Germany anyway. It's probably easier if you get the train ready to go in Erlen. Could be other reason as well.
