Actually, that was a Conrail line at the time.

The B&O (CSX) owned industrial trackage on the North Shore area of Pittsburgh and their only connection to these rails was a trackage rights agreement with PRR/PC/Conrail etc. to reach them.
I think the connection was somewhere near Island Ave. Yard.
Great catch getting that unit still in B&O paint!
