Can you explain the function of the multiple rails? Thank you.

The inner rails are guide rails, they are supposed to stop the train fallig down from the track if it derails. It seems so tight because the guage is only 760mm and the rails are big 48kg/m types.

Thank you. I was not sure if they were guard rails or some multiple-gauge arrangement.
