If they have (already) worked a 12 hour shift, they should already be stopped or they are in violation of federal law. The only thing permissible after you hit the 12-hour limit is to secure the train (i.e., apply handbrakes).

I'm aware of that XBNSFer! I didn't mean that literally to the minute! They will soon exceed their time and now they have to stop to switch crews before that occurs.
