Is the steering wheel device the throttle. I recognize the valves to the right as air brake valves, but can't understand a steering wheel on a rail guided vehicle.

It's normal hand-wheel master controller - characteristic thing for M62 locos. However we have to admit that this dashboard is "pretty tired" :)
