The cylinders on top of the cab appear to be propane cylinders. Has the engine been converted to run on propane or are they for heaters to warm the cab and/or body? Compressed Natural Gas (CNG) require reinforced tanks due to the 4,000-5,000 psi pressure of a full tank of fuel and those tanks don't have any reinforcement. I've always wondered what those tanks were for.
