There really are a LOT of things going on in this remarkable photo. The FIRST thing that caught my eye was the comparison of "brother" GM products, that being the F-Unit and the Corvette. MARC's 7183 has just come back from rebuild and is set up to provide HEP electric power to its train, which it can't use yet, as the coaches are still steam heated. The former B&O passenger GP-9 which was built with a steam generator being brought along to provide heat. This arrangement did not last long as MARC's rebuilt HEP-equipped ex-PRR coaches would soon be coming into service.

Note that the head 2 coaches appear to be ex-Amtrak and the rear 2 are from the Chessie Steam Special.

Looking closely at the design of the coaches, I'd wager that they are all ex-B&O / C&O cars, a few of which went to Amtrak on its initial startup. By 1981 they would probably have been retired , replaced by the arrival of Amfleet cars.
