Is this a new section? I thought the WCML was four-tracked between Stafford and Crewe.

Yes it's new. In order to increase the fast line speeds at Norton Bridge the old down slow has been removed and the remaining 3 lines slewed across. A new down slow has been built coming off just to the south of Norton bridge and reconnecting the old down slow just to the north. On this new line is Searchlight Jct which takes Manchester trains over a new flyover. Hope that all makes sense!
