It looks like it is a well-tank type, which has me wondering where the water fill opening is. In all the decades I've been interested in trains I don't recall even thinking about that before!
The red bumps alongside track also are a mystery to me.

These red bumps mark the profile: locs and cars have to stop before this sign. So another loc can run over the other track
