The sea wall here was recently undermined by storms and the line is closed for repairs until at least August. The footbridge from which the photo was taken has been demolished so this is really history now. When the line was built here it was originally on a wooden trestle until replaced by the sea wall seen here in the 1920s.

Thanks for the info. Sad to hear that this spot is more or less lost for railfanning. Even if they rebuild the line for me it is a bit uncertain if the footbridge will be rebuilt too. Or are there any plans to do that?

According to the artists impression, the footbridge will be reinstated! December 2016 is the best guess for reopening.
Given the access from the main road above it will need to be pretty much in the same place. As can be seen from the opposite view the old bridge was fairly integrated into the now failed sea wall, so could never have been kept.
