It looks like the crew that used that caboose at the time were tired of freezing their butts off in that thing. Notice the not so subtle, but polite, indicator instructing where the fuel goes--and it was dated just the day before the picture was taken. I would imagine the crew kept requesting to have the tank refilled, but someone at the refueling rack, or the fuel truck driver just didn't know where to fill it, or they probably just figured it was a joke that a caboose needed a fill-up too.
