How do the taggers access the vertical beams to apply their graffiti?

Very carefully;). No seriously, there are walkways parallel but elevated to the track with fencing that can be scaled. Once over, there are cross beams to stand on.

Ah, okay. And now at upper right I see someone's chin and shoulder behind the red fencing.
