I'd be willing to wager this was a coal train, headed to a destination without overhead wire, like the Pope's Creek power plant in Maryland.

I wish I would have marked more details on my slides, as the old memory is getting dim... Some of my non-Kodak developed slides do not even have the usual month-year stamp in the corner. One of the all-time best guys for accurate photo information was Bob Malinoski, who must have carried a little notebook with him on all of his railfan trips...
