Cumberland doesn't 'want' to supply ANY power to helper service. In this case the 'helper' is a light engine set that is being sent to Willard. Since there was NO power available for the regular helper, the light engine set and crew was used, with the appropriate number of engines isolated so as not to have too much power on the rear of the train.
