These are the air reservoirs for the air brake system. They are mounted crosswise under the frame on most first-generation GP's, and are visible between the near truck and the fuel tank on the 7553. This was done to accommodate a steam generator for passenger service, and also made room for a larger fuel tank. Some roads took advantage of the larger fuel tank, but did not pay for the steam generator. The air tanks on the roof were colloquially known as "torpedo boats".
