Why wouldn't they just buy a former Rock Island locomotive instead of this hunk of a Santa Fe rebuild?

Nice shot. You never see marker lights being put back on lol. Especially the 1st generation style.

There were no ex-Rock Island locomotives available for purchase at the right price. This is the next best option.
