What I have seen over the years as a train crew switches out a car or two is to place a stick, and in this case a 2 X 4, under the wheel to keep the car from rolling away. Maybe they are coming back to get it and do not tie the car down - that is set the car brake. Or the car in on practically level track.

Trainmen putchunks of wood against wheels all the time to keep a car from rolling. It looks like this one rolled a little anyhow.
