The line runs between Plaster City California where the UP's El Centro Subdivision serves the businesses in the Imperial Valley and their Calexico Subdivision serves the cross boarder customers. From Plaster City the Desert Line runs through the gorge to Division/Lindero where is crosses over into Mexico and that is the problem. In order to move freight between Plaster City and San Diego, you would need to interchange with the Tijuana & Tecate RR which really kills the economic viability of the line. If there was money to be made, UP would have operated this route long ago.

What was the original purpose of that spur? Looking at the satellite image, it ends right behind you at a rock formation.

It appears to be a set out spur between two passing sidings, one in the gorge called Carrizo Gorge Siding and one at Titus located two miles west towards Jacumba. An old SP flatcar that was converted to a tunnel maintenance MOW car was parked there for many years and it remains there today. There is another set out track called the Tunnel #15 Spur at Goat Canyon where the large trestle is located.
