It looks like there is a crewman in the lead EMD. Are these helpers manned?

The rules about using manned helpers on the Cascade Sub have changed over the years. I believe you are right, at this time there were crews in the helpers who would bring the locomotives back down to the bottom of the hill after reaching Cascade Summit.

I know that all locos have regularly scheduled inspections. I don't know if it's different for helper locos. It's during inspection time with Class I railroads that each loco gets a complete wash down when finished. Inspections are based upon the number of miles traveled. With helpers, everything could be different.
