This loco is one of the Pennsylvania Reading Seashore Line GP38s (2000 -2009 cab numbers). The dual control stands also neccesitated the extended central section of the cab. Note it in your photo. These went on to be PC 7660 -7669 per the Conrail Historical society website. So...take the history back even further. What a great catch and a loco unique enough for preservation! Can you find a serial number on it?
