That little strap is a ground connection that was added to early units with AR-10s to alleviate shocks to employees boarding the unit. Static electricity, I was told a long time ago, is quite lazy. And while it should have a path to the ground through the wheels and rails, well ask a railroader from nearly half a century ago, what it was like to board an older AR10 equipped unit if the unit was not properly grounded. It also protected the electrical cabinet from static surge as well.
